brought to the pointed comparison ...更多市民打算提前还贷。据银行人士预计，由于新利率要在明年1月1日才正式执行，所以年底将掀起一股提前还贷的高潮。为制止提前还贷的势头，广东多家银行已准备出台措施，市民提前还贷所带来的利息损失，收取违约金成为正在考虑的主要措施。据了解，中行已规定按还款额的月利息作为违约金，而农行、建行、工行则在紧急商讨中，估计会在1～2月内出台具体措方案。提前还贷已排期至6月去年10月29日，央行9年来次升息曾引发了一次还贷高潮，而今年3月17日再次调高房贷利率，让更多市民加入了提前还贷的行列中。昨日，记者从某国有银行一支行获悉，该支行3月份提前还款额达600多万元，同时当月还收到提前还款申请100多笔。该行人士表示，由于市民提前还款需要提前30日向银行提出书面申请，因此这些已经还款的金额实际上是在央行此次调整房贷利率前申请的。他预计4月份还款金额还会增加。记者还了解到，由于四大国有银行占据了房贷市场的绝大部分份额，因此市民的提前还贷出现了“撞车”现象。而且大部分银行提前还贷需要提前预约，但排期太长，有的市民去年底提交申请却已经排到今年的5、6月份。四大国有银行要收违约金市民提前还贷现象的增多，给银行带来了一定的隐忧。广东许多银行表示，提前还贷打乱了银行资金的中长期安排，也给银行带来了利息损失。此外，部分客户多次提前还款，银行在临时受理该项业务时，还需要付出人力资源成本。因此，多家银行已着手研究如何遏止提前还贷势头的蔓延。记者从掌握的部分商业银行新的个人住房贷款合同资料发现，支付违约金已被列入正式条款，过去这一项则是空白。具体条款为：“借款人如果在借款实际发放之日起一定日期内提前还款的，应按提前还款本金一定百分比向贷款人支付违约金。”记者了解到，中行已开始对提前还贷收取违约金。该行有关负责人表示，按照中行的贷款合同文本规定，市民提前还款必须缴纳违约金，具体数目按还款额度一个月的利息收取违约金。同时，贷款一年内不准提前还贷。举例说，如果客户前年3月份买的房子，提前还款15万元。那么违约金以15万元一个月的利息来计，利率按照原合同签订的还款利率(5.31%/12=0.44%)执行，违约金为660元左右。农行正在考虑收取提前还款违约金，或者规定提前还款次数，这项计划已被提交到该行职代会上，而新的《个人购房担保借款合同》也已经印发。对此，农行广东省分行营业部按揭中心马主任表示，此计划正在考虑中，主要还是要根据提前还贷数量增长的情况来定。另外，记者还获悉，工行、建行也在考虑收取违约金。有银行人士透露，工行部分支行是按一次性缴纳500元收取违约金的。不过，上述两行人士拒绝透露更多的内容。股份制商业银行暂不收费浦东发展银行、民生银行、光大银行等股份制商业银行则明确表示，目前并收取违约金的打算。民生银行广州分行相关负责人告诉记者，尽管目前该行按揭中心接到的提前还贷申请较多，但暂时不会考虑收取提前还贷费用。有银行人士分析，股份制商业银行如果也采取收违约金的做法，无疑会赶走得之不易的客户，将不利竞争。财经圆桌：人民币汇率――动还是不动
