There seemed to be something very comical in the reputation of
Mr. Brooks of Sheffield, for both the gentlemen laughed heartily
when he was mentioned, and Mr. Murdstone was a good deal
amused also. After some laughing, the gentleman whom he had
called Quinion, said:

‘And what is the opinion of Brooks of Sheffield, in reference to
the projected business?’

This ...石油石化行业上升8.7%，有色金属行业上升0.4%，电力行业上升0.8%。1-6月单位GDP能耗同比上升0.8%，意味着今年上半年我国实际节能率只有0.6%，远低于4.4%的规划目标。我国技术节能有比较大的潜力。有资料显示，与世界上先进的平均水平相比，目前我国火电供电能耗高22.1%，每吨钢可比能耗高9.8%，每吨电解铝电耗高7%，每吨水泥能耗高43%，加工每吨原油耗能高56.2%，每吨乙烯能耗高61.7%，每吨合成氨能耗高23.4%，每吨烧碱能耗高14.7%，每吨纯碱能耗高20%。”在固定资产投资高速增长带动下，钢材、水泥、有色金属等生产资料的市场需求持续旺盛，为高耗能的落后产能的继续生产提供了条件，这也是某些产品能耗居高不下的一个原因。如果将以上这几种产品的单位能耗降低到国际先进水平，我国万元GDP能耗将降低12%左右。从以上分析可以看出，实现节能目标的一个非常关键的问题是要调整产业结构，逐步降低工业在GDP中的比重，提高第三产业的比重。但是，目前我国处在工业化的中期阶段，西部开发、东北振兴、中部崛起、城市化和新农村建设等，将继续推动固定资产投资保持较快增长，并促使工业比重上升。因此，通过产业结构调整降低单位GDP能耗的难度很大。所以，当前我国更需要依靠技术进步和建立完善的市场机制与节能制度来促进能源节约。一是对能源价格进行重大调整，提高国内能源价格，使之与国际市场价格相协调。今后基本由市场供求关系决定我国能源价格，更多地利用市场机制促进能源节约。二是强制淘汰落后的、能耗高的生产能力，利用政策手段，鼓励采用先进的、能耗比较低的技术，提高我国能源的综合利用效率。三是要制定相关政策，控制高耗能产品的出口，鼓励高耗能产品的进口；四是重视节约能源的制度建设，逐步树立可持续发展的政绩观，政府对地方领导的考察评价既要看地方GDP的发展，也要看环境保护和资源、能源节约。

胡祖六：从制造到创造
对企业来说，传统的低端的制造业向高价值、拥有自主知识产权的创造型企业转型是一个必然趋势。高盛（亚洲）有限责任公司董事总经理胡祖六在由上海会计院、江西省共同举办的沪赣金融与经济发展论坛上指出。他同时提醒企业，不要急于海外扩张，要先做好本国市场。
做好本国市场
　　与韩国、日本的情况不同的是，拥有广大的内需市场。近年来明显的程式化的趋势以及中等收入人群的兴起，使得在经济体系内的一些产业和企业得到了的发展舞台。
胡祖六表示，内需使得制造业的快速增长和大规模扩张有了长期的、有力的支撑。
　　回顾历史，工业革命曾经在几百万人的小发生，也曾经在上千万人的中型、在上亿人口的大国发生，但工业革命从未完全在人口十亿以上的真正实现。
　　经济正处于高速发展阶段，的工业化崛起正是时候，也许下一次工业革命将发生在。
胡祖六指出，在每一次工业革命发生后，都会涌现、塑造一批百年老店，它们中间，有通用电气、西门子、摩根、高盛等等。
　但从目前的情况来看，企业纷纷希望走出去，加速国际化进程，胡祖六认为要审慎而行。
“我觉得从整体来说时机还尚欠成熟。”他建议的企业应该优先在本国市场做好、做大、做强。
　　“首先是要在本国市场建立牢固的市场份额与行业的地位，一旦到了本国市场的竞争白热化、市场渐趋饱和、增长机会显著减少的时候，企业才应当认真地考虑进行海外扩张。”
胡祖六借财富五百强公司的例子作为案例说，凡是成功的跨国公司，无一不是先从本国市场发展、壮大，羽翼丰满之后，才到海外寻找新的市场与投资机会的。
　　这样的路径在所有跨国公司的发展历史上都可以得到印证。胡祖六建议企业先考虑从本国开始发展，然后再拓展其在全球的市场。
　　向创造型转型
　胡祖六表示，制造业以往低成本、薄利润的经营模式将难以为继，转型迫在眉睫。“必须实现由低端制造业为主转移到产业价值链的高端，通过技术进步、创新和知识产权提升产业价值，由制造转变为创造。”
　　在将发生的是历史上参与人数多的工业革命，这场革命需要１０年、２０年甚至是一代人的努力才能完成。胡祖六指出，从有形的制造到无形的创造，发达过去１００多年走过的道路值得借鉴。
胡祖六举例说，的崛起会对的发展有启发意义。现在看来，很多带有制造的标签的产品都包含着制造的内涵。在他看来，工人靠的是体力，人靠的是脑力。
因此，拥有自主创新能力对的发展至关重要。首先是要建立强大的人力资源基础。必须对教育、培训进行大量的投资，对人力资本进行投资。这是对企业、产业、地区经济、经济的崛起的根本所在。
　　在这一点上，做得很好。的教育体系集中了世界上为庞大的科家和研究群体，世界各地的的人员向流动，同时也有良好的机制保留的人才。
　　其次是建立一个非常良好的金融体系以提供资金，用于研发、创新行为，并且给这些行为以足够的回报。在过去的２０年里，活跃的中型投资行业和发达的高流通性股票市场被认为是信息通讯和科技行业增长的动力。这也为相关的产业的发展提供了借鉴。
　　其三，对知识产权必须要有强有力的保护，只有知识产权获得保护，才能大程度地提高研发和创新的积性，刺激对研发和创新的投资。胡祖六指出，从根本上来说，保护知识产权，是从根本上保护人的大利益和长远利益。
